Spain Film Permit Requirements: Costs, Processing Time & Authority Checklist for 2026

What documents you usually need
- Production company details and a named responsible contact.
- Public liability insurance, often with a minimum cover level set by the authority.
- A shooting plan: dates, hours, locations, crew size and equipment.
- A description of the scene and any impact on public space.
- Vehicle and parking needs, generators, and structures like rigs or tents.
- Specifics for anything high-impact: drones, road closures, animals, weapons, pyrotechnics, stunts.

Processing time
Plan around the slowest element in your shoot, not the fastest. A quiet street can be days. A protected site, a park, a drone flight or a closure routinely needs two to six weeks, sometimes more in peak season or for sensitive locations. If your schedule is tight, the feasibility check matters more than anything else, because it tells you which dates are realistic.
What drives the cost
There is no single national fee. Cost scales with the footprint and risk of the shoot:
- Crew and equipment size, and how much public space you occupy.
- Location prestige: central and landmark spots cost more.
- Disruption: parking suspensions, closures, night work.
- Required services: police presence, security, cleaning deposits.
- Duration and the number of separate municipalities involved.
A pre-application checklist
- Locations confirmed and mapped to the correct authority.
- Dates and a backup window agreed internally.
- Insurance in place at the required cover level.
- Shooting plan and scene description drafted.
- High-impact elements flagged for their own, longer processes.
- Budget line for fees, security and deposits, kept flexible.
